Michael Buck, PE received a Bachelor of Science degree in Civil Engineering from the University of South Carolina in 2012, and is a registered Professional Engineer in the state of South Carolina. He began his SCDOT career in 2013 in District 6 out of Colleton Bridge Construction, and has been with District 1 since 2014. He is currently the Resident Construction Engineer for Richland Construction “A”.

Melissa Love Campbell, PE is the Georgia Pavement Applications Director for the Southeast Cement Promotion Association. In 2013 she retired from the SCDOT after 25 years. She served as the State Materials Engineer and Pavement Design Engineer. She has also worked on design-build teams, pavement evaluation and design projects with consulting firms.

David Chaparro, PE is a Professional Engineer with 20 years of experience in domestic and overseas construction industries, including 15 years at The Lane Construction Corporation overseeing large heavy civil infrastructure projects. He has extensive experience working for NCDOT major transportation projects. Recent experience includes design-build initiatives such as the award-winning I-85/ I-485 Interchange Project in NC and joint venture work involving multiple organizations. Previous professional experiences include commercial, industrial, building, and utility construction.

Brian Connolly, EIT earned a Bachelor of Arts in Engineering Management from University of North Carolina at Asheville and Masters of Science in Civil Engineering from the North Carolina A&T State University. He is currently a project engineer for Archer Western in Columbia, South Carolina concentrating on SCDOT design/build and rehab projects. His areas of focus include project management, survey layout, concrete formwork design, heavy lift engineering, bridge jacking, and bridge deck latex overlays.

Greg Dean is the Executive Director of the Carolinas Concrete Paving Association with responsibilities that include the marketing of concrete pavements for both highway and airport applications within North and South Carolina. He currently serves on the American Concrete Pavement Association’s Airfield Pavement committee and, in 2017, Greg served on the ACPA Board of Directors as the Chairman of the Chapter-State Committee. He is a 1983 graduate of NC State University with a Bachelor of Science degree in Civil Engineering.

Jim Grove, PE is a Senior Project Engineer and works as a contract employee for the Federal Highway Administration. He is a part of the staff of the FHWA Mobile Concrete Technology Center, which assists states with concrete testing, demonstrating new technologies, and assisting in implementation. He has been with FHWA for over 11 years. Prior to that, he spent five years with the National Concrete Pavement Technology Center at Iowa State University, as the PCC Paving Engineer, before retiring in 2008. His experience also includes 16 years with the Iowa Department of Transportation, as the Concrete Engineer and the Concrete Paving Field Engineer. For eight years prior to that, he was the Assistant County Engineer with Story County, Iowa. He has authored or co-authored papers on the topics of warranties for concrete pavements, concrete pavement durability, concrete pavement patching, sustainability of concrete pavements, and quality assurance for concrete pavements. He holds a Master of Science Degree in Transportation Engineering and a Bachelor of Science degree in Civil Engineering, both from Iowa State University. He is a registered Professional Engineer in the State of Iowa.

Andy Johnson, PhD, PE is the Pavement Design Engineer for the Southeast Cement Promotion Association. Johnson retired from South Carolina DOT in March 2014, where he had worked in the Office of Materials and Research since 1989. Before retirement, he was the SCDOT State Pavement Design Engineer and managed the pavement design, pavement evaluation, and geotechnical materials units as well as chemistry, traffic markings, and cement physical testing laboratories.

Matt Munsick is the Vice President of ACEiT Industries and New Product Development for Andale Construction. Munsick has over 20 years of managing industrial, commercial, residential, environmental, and heavy highway civil construction projects including Design Build. Prior to joining Andale Construction, he was an independent Civil Construction Consultant; Project Manager for McCarthy Improvement Company. Previously, he was with Lane Hauling and Excavating; Morgan Corp.; Pinkerton and Laws, Inc. His experience spans many different facets of construction. Munsick holds a Bachelor of Science Degree in Business Management from the University of South Carolina.

John Roberts is the Executive Director of the International Grooving and Grinding Association (IGGA), and Vice President of the American Concrete Pavement Association’s Concrete Pavement Preservation Partnership (CP3). Prior to joining the IGGA/ACPA in 1996, Roberts was employed by Ebasco Services Inc., where he worked on projects ranging from radioactive cleanups to reconstruction of the Manhattan Bridge. He also was the owner of a concrete contracting company located in New York where he specialized in the construction of structures, pavements and bridges. Roberts graduated from Rensselaer Polytechnic Institute, Magna Cum Laude with a B.S. in Civil Engineering.

Kit Scott, PE is a Road Construction Engineer in the Director of Construction’s office for the South Carolina Department of Transportation. Scott assists field construction staff in Districts 6 & 7 regarding contractual issues, specification interpretation, and general construction consistency matters. She is the Chairperson for SCDOT’s Risk Based Inspection Research Project. She joined SCDOT in 2009 after earning her B.S. degree in Civil Engineering from Clemson University. Scott is a registered professional engineer in the state of South Carolina, and an Associate DBIA member. She has also served as the Resident Construction Engineer for Special Projects in District 5.

Jim Seybert is the Project Director for LANE Construction. He has worked for LANE for 30 years, serving as a manager in the Carolinas since 2004. Seybert is currently serving as Chair of the ACPA-SE Chapter. He is currently the Design Build Project Manager for LANE on the following:

Mark Snyder, PhD, PE is the President and Manager of Pavement Engineering and Research Consultants, LLC (PERC) and a Special Consultant to the American Concrete Pavement Association (ACPA) national office and to the National Concrete Pavement Technology Center. Snyder earned his B.S., M.S. and Ph.D. degrees at the University of Illinois in Urbana-Champaign, specializing in Structures and Pavement Engineering. He now has more than 35 years of experience in these fields, with emphasis on concrete pavement design, materials, construction and rehabilitation materials topics. He is a registered professional engineer in four states (IL, MN, PA and HI), and his publication record comprises more than 100 journal articles and technical reports in the area of pavement engineering (7 of which have earned awards from TRB and the International Society for Concrete Pavements).

Jay Thompson, PE began his engineering career with a geotechnical engineering consultant in SC. He worked there for 6 years primarily in the field of Materials and Construction. He has been with the South Carolina DOT for 9 years. During that time, he has served as Resident Construction Engineer and State Pavement Design Engineer. He earned his B.S. and M.S. in Civil Engineering from Clemson University and holds his Professional Engineer’s license.

Bobby Tillery is the President of J. A. Long, Inc. He directs the day-to-day operations of the company both in the field and at the corporate office. As a paving contractor since 1984, J. A. Long has grown into a thriving company with annual sales of $8M - $11M as the result of numerous successful paving projects across the southeast. Bobby has been with the company since 2000 and contributes to its success with a hands-on-approach. In his 19 years, he has worked in every facet of the paving industry from laborer to operator and foreman to president. Bobby served in the United States Marine Corps Reserves with the 3rd Battalion 23rd Marines. Bobby served as an infantryman in the Iraq War from 2003-2004 and was honorably discharged in 2008.
